At the Atlanta Olympics, the women's US swimming team are taken hostage by a group of terrorists led by Omodo Andrew Divoff, who will not release them until their demands are met. When the gang shoot one of the swimmers on live television, the FBI arrange for an anti-terrorist expert Hauer to guide former martial arts champion-turned-janitor Jack Bryant Ashby in a counter-attack on the insurgents.
